Piedmont Geotechnical Consultants (PGC), an Atlas company, is a full-service geotechnical engineering, dam engineering, environmental engineering and materials testing services firm headquartered in Roswell, Georgia. Established in 1992, we provide technical, testing and management services on projects throughout the Southeastern U.S.
We have a strong reputation for successful partnerships with owners, architects, developers, contractors and other engineering disciplines. L. Joe Boyer is a passionate leader whose experience spans the full spectrum of infrastructure challenges ranging from tsunami recovery work in Indonesia to complex highways here in the States for federal, public and private clients. With nearly 30 years of helping clients solve infrastructure challenges in new build, recovery, or resiliency scenarios, he has found that an often overlooked key to success lies in the ability to collaborate with clients, employees and the communities in which we work and live.
Walter Powell is a CPA offering 25 years of working with finance teams in local and global companies. His professional experience includes both public and private integrated audits, advising corporations through IPO’s, complex restructurings, international expansion and capital market transactions. Walter believes that creating a collaborative working relationship is the key to long-term partnerships and professional development of teams.
President, Piedmont Geotechnical Consultants
Mike founded Piedmont Geotechnical Consultants in 1992. Since that time he has been Piedmont’s principal/lead engineer on more than a 1,000 subsurface investigations on a variety of commercial, governmental and private projects. During the last 30 years Mike has been heavily involved in all aspects of dam safety in Georgia and he chaired the original Georgia Safe Dams Program committee which developed the protocol for inspections and testing during High Hazard dam construction and repairs.
Vice President, Piedmont Geotechnical Consultants
As Vice President, Jesse Whittemore has been responsible for project execution support for environmental, geotechnical and construction materials testing/IBC Special Inspection services on a wide range of development/construction projects. Mr. Whittemore has also been responsible for the overview management and supervision of the construction materials testing department for Piedmont Geotechnical Consultants, LLC.
Martin M. Maldonado, P.E.
Construction Materials Testing Manger, Piedmont Geotechnical Consultants
Martin Maldonado is the Construction Materials Testing Manager at Piedmont Geotechnical Consultants. His roles with Piedmont Geotechnical have progressed from Staff Engineer to Project Engineer to Senior Engineer to his current position. In his 21 years with the company he has worked on over 500 construction and geotechnical projects and his expertise is in management of materials testing during construction. Martin takes pride in being able to communicate well with clients and consider their schedule and related costs when challenges occur.
Operations Manager, Piedmont Geotechnical Consultants
Along with her extensive construction business knowledge, Linda Gardiner has 20 years in office management, human resources, and operations management at her current position with Piedmont Geotechnical Consultants. In her role at Piedmont she wears many hats and does a bit of “everything” in day-to-day management including overseeing accounting, vehicle fleet, HR, IT, CMT and admin staff. Her official title is Operations Manager but she is also known as the office mother, sister, therapist, and nurse.
